carries out all acts falling within the functions of the Government bodies, which are not reserved by law to the Council and which do not fall within the competences, provided for by the laws or the statute, of the Mayor or the decentralization bodies or the Managers;
collaborates with the Mayor in implementing the general guidelines of the Council;
reports annually to the Council on its activities and carries out proactive and impulse activities towards the same;
adopts the regulations on the organization of the offices and services, in compliance with the general criteria established by the Council;
adopts the executive management plan that determines the objectives and assigns the relative resources to the managers to achieve the assigned objectives;
in case of urgency, adopts the resolutions to vary the budget, subject to ratification by the City Council within the following sixty days;
approves the three-year planning of the organic staff allocation;
within the three-year program of public works, approves the definitive and executive projects and the relative variations of the public works;
approves the subdivision plans, when they are simple tools for implementing the master plan;
establishes the rates of tariffs and services, within the framework of the regulations adopted by the City Council.
