The Mayor is the body responsible for the Administration of the Municipality and is the representative of the Institution; in fact, his election, which occurs directly and is achieved with the majority of consensus, expresses the choice of the community and sees the responsibility of the Administration attributed to him directly by the citizens and, at the same time, the recognition of all the consequent powers by virtue of which he is the holder of the government function.
In this sense, he expresses the Municipal Board and presides over it, just as he presides over the Municipal Council where the figure of the President of the Municipal Council is not foreseen.
He, in the inaugural session, takes an oath before the Municipal Council to loyally observe the Italian Constitution.
He also presents to the Municipal Council the programmatic lines relating to the actions and projects that he intends to carry out during his mandate. The Council, on this occasion, does not express an opinion on the choices made by the Mayor for the composition of the Council, but must listen to the programmatic lines illustrated and in this sense evaluate the objectives that it intends to achieve together with the Council itself, as expressed by him.
The Mayor holds office for five years for a maximum of two consecutive terms. At the end of the second consecutive term, he is no longer eligible for re-election. However, a third consecutive term is permitted if one of the two previous terms has lasted less than two years, six months and one day for reasons other than voluntary resignation.
The Mayor's duties are:
to represent the Institution and convene the Council;
to supervise the functioning of the services and offices;
to exercise the functions attributed to him by the laws, regulations and the statute and to supervise the state and regional functions attributed or delegated to the Municipality;
to exercise the functions attributed to him as a local authority in the matters provided for by specific provisions of law;
adopt contingent and urgent ordinances in the event of health or public hygiene emergencies of an exclusively local nature;
organize and coordinate the opening hours of commercial establishments, public establishments, and public services, as well as, in agreement with the territorially competent heads of the administrations involved, the opening hours of public offices located in the territory;
provide - on the basis of the guidelines provided by the Council - for the nomination, designation and revocation of the Municipality's representatives at bodies, companies and institutions;
appoint the heads of offices and services.
Delegations
Gianfranco Bruno, born in Milan in 1965, is a successful Italian politician. After running a family grocery store, he decided to enter politics to do more for his community. He won the election as a city councilor in 1995 and distinguished himself for his sustainable development agenda and administrative transparency. In 2006, he became the mayor of Milan, successfully addressing challenges such as the management of public services and economic development. He worked to improve the infrastructure, promote culture and make the city more sustainable. Thanks to his charismatic leadership, he was re-elected mayor for several terms.
